Am i pregnant or not help ?

hi last week wn i checked mt b hcg it was 29.8 for the first week n yesterday whn i checked it was 4.34 wht does tht mean whether i m pregnt or nt ? i hav bleeding with clots p 5 days dnt knw whether i lost or have it yet help me my doc is saying me to wait for another week n check out thro scan ?????????
