Ok my Oscar is retarded. I mean dont get me wrong I love him to death!?

Ok I love my Oscar but I really think he is retarded and possibly slightly blind. Well he is very different, and he is original so I like him. I have him in my 46 gallon and all he seems to do is sit around near the top of the tank and chill. He has been doing this for around about 1-2 months. He had fin rot so I put him in my 10 gallon, hes only 3.5 inches, and treated him, and he was happier in there! And the water has the same pH and temp and what not and everything. So im not sure why he only does this in the 46 gallon. And the blindness thing.... Ill put the flakes in and he will see one and he always chomps at it the wrong way and misses it several times before he actually gets a hold of it. Its quite a seen and everytime i watch him i tend to laugh haha. Can he actually be retarded?
