Who's watching the fish cops?

Today I witnessed " Cops gone wild" at my fishin. 2 "fish cops" raced a 20 something footer with twin engines up a c that is known by many to hold Manatee. As a matter of fact, 4 were making their way up the c 15 minutes prior to the "fish cops" showing up. That's not all, while we were being treated like convicts, the one officer didn't have a clue as to the type of species of fish he was looking at and had my friend hold each fish up to the officer in the boat to identify. Wait, there's more! The officer in the boat asked my friend what the legal size limit was for a Snapper which my friend conveniently had in his cooler. My friend says, " !0 inches and the one I have hit's 11, I measured him myself. " Big mistake, we all ended up against the rocks, hands forward, checked out for warrants and so on.Then the fish cop in the boat says to his partner, " that snapper is 9 tops, I bet ya it's a nine!" While the guy is whipping out his citation book, his partner uses my ruler to measure the fish.. ruler proves 11 inches even. The driver is looking stupid now but that's not all! His final words were, " Pompano have to be...I think it's 11 inches..right? anyways, they look like jacks so be careful okay." His partner jumps back into the boat, falls on the deck as the driver hits the engines in reverse and speeds out of the c... all the while a manatee surfaced within a stones throw of his boat. It was a Barney Fife moment with these 2 clowns. Who do you complain to? What can ya say? Who's monitoring the idiots with a badge?
